The first thing to be considered is how to measure the penis. There are 2 measurements that are used; length and circumference. But there are 3 states in which to measure the penis- flaccid, stretched and erect. To complicate things even further, measurements should be taken at standard points in the body to prevent measurement errors....so whip out your measuring tapes and calculators. (Also, there is the point of who measures and reports the data..self-reported data is usually not so "accurate")
Standard measurements are taken from the pubopenile junction to the tip of the glans. Simply put, from the point in which it separates from the pubic fat to the tip of the penis. Notice that the length of penis concealed in the pubic fat is not included. I believe this is because one should only take in account what is really out there ready to function, and not a theoretical measurement. Circumference (a.k.a girth) is measured at mid-shaft, in the 3 states mentioned.
The best review article on the subject is Dillon et al. (Int J Impot Res. 2008 Nov-Dec) and a lot of the information here comes from that source. They have a great chart that summarizes the best data available.
So, there seems to be quite a big difference between the sizes reported. However, many of the top textbooks of urology accept Wessels data as the most accurate...so the wi(e)nner is 12.89cm erect, 12.45cm stretched and 8.85cm on average.
Notice two things- stretched and erect lengths are almost equal, and erect girth is almost the same as erect length. Surprising, huh?
There is one other thing that I'd like to point out:
So it seems that as long as one is in the blue zone, it's all good.
